Runners up:

  • Olympic Velodrome London 2012 by Hopkins Architects

  • An Gaelaras, Derry by O'Donnell and Tuomey

and in joint 5th place :

Best combination of materials structure and elegance but as I have not seen any of them maybe I have been conned?

I am staggered! The RST is a travesty - just needs smoke coming out of the tower to complete the municipal cremamtorium look.
